Three hundred Somali police officers have begun a specialised pre-deployment orientation course this week in Mogadishu as part of three Federal Darwish Police Companies that will support federal and state police in Somalia.
The specialised course is being carried out under the Federal Government’s military to civilian police transition plan for the country. The transition plan was agreed by the Government of Somalia and Federal Member States, in partnership with the international community in 2018.
The training is being carried out by the Somali Police Force (SPF), and the African Union Mission in Somalia (AMISOM), with the support of the European Union Capacity Building Mission in Somalia (EUCAP Somalia), and the UN.
EUCAP Head of Mission Chris Reynolds said: “The Federal Darwish Police Units are capable of being deployed into environments where specialised civilian police operations are needed, taking over from the Somali National Army when conditions allow. EUCAP is providing its assistance to the Federal Police and Federal Government, as European technical experts in policing, in partnership with international counterparts,” he said.
The course is based on a Darwish Basic Training Curricula modelled on courses delivered by Italy’s Carabinieri police, that comprises general policing and rule of law theory as well as practical law enforcement and tactical scenario training.
Jan Swaan, Chief of the EUCAP Somalia Police Advisory Unit, said the Darwish training and deployment was a crucial step in ensuring a well-trained police force that can protect Somali people. “The Darwish police will be able to support the government’s transition plan and pave the way for greater roll out of civilian police units across the country,” Mr. Swaan said.
The Darwish training programme is part of ongoing professional police development across the country. Once the three hundred officers have completed their training they will join existing Federal Darwish units already deployed in Somalia.
